Florida Civic Literacy

Graduation Requirement

Florida law (Section 1007.25, F.S. and SBE Rule 6A-10.02413) mandates that students entering a Florida College System institution in fall 2022 or later must demonstrate civic literacy competency to earn these degrees:

  • Associate in Arts (A.A.)
  • Associate in Science (A.S.)
  • Bachelor (BAS or B.S.)

To meet this requirement, students must:
1. Complete an approved course (with grade "C" or higher) AND
2. Pass the Florida Civic Literacy Exam (FCLE) with a score of 60% or higher 

This applies to all degree-seeking students, including transfer, dual enrolled, and out-of-state — unless Civic Literacy was already satisfied as part of a previously awarded degree.

Courses identified by the state to meet the requirement: 
• AMH 2010* United States History to 1877 
• AMH 2020 United States History from 1877 to Present
• POS 2041 American Federal Government
• AMS 2010 Civil Discourse and the American Political Order (Not offered at EFSC but accepted as a transfer course.)

Please Note:  AMH 2010 US History to 1877 taken prior to fall 2024 will not meet the Civic Literacy course requirement.

All courses must be passed with a grade of "C" or higher

Approved Exams for Florida Civic Literacy 
  • Florida Civic Literacy Exam (Passing score of 60% or higher is required)
OR
These four AP or CLEP options can meet the course AND exam requirement:
• AP Government and Politics: United States - Score of 3 (or higher) out of 5
• AP United States History - Score of 4 (or higher) out of 5
• CLEP American Government - Score of 50 (or higher) out of 80
• CLEP History of the United States 1 - Score of 50 (or higher) out of 80 

Note: If the exam used as the basis of awarding of credit is not in rule (e.g., AICE, CLEP, and IB), the student will be considered as having met only the course requirement.
